This paper seeks to identify objectives and creteria for use in evaluating and improving the operation and management of surface gravity irrigation systems, particularly those with a water control bureaucracy. Many different sorts of objective are attributed to irrigation projects and these generate many different criteria for evaluation. Evaluations should avoid either taking refuge in a single, simple measurable criterion or being swamped by overinclusive admission of too many criteria. Five generic criteria are proposed as a framework for the organisation of evaluation - productivity, equity, convenience, environmental stability, and cost-effectiveness. |
